Please indicate reasons for the request for review
1. The revised monitoring plan approved by CDM EB requires cross check of biomass quantity (BFk,y) with energy balance on the basis of steam quality and quantity generated. However, the project participant used another approach which involves manufacturerís data on steam-fuel ratio and steam quantity. The DOE is requested to clarify how it has verified the energy balance as required by the monitoring plan for cross check of the biomass quantity. 2. The formula used to determine the parameter EGy (Net quantity of increased electricity generation as a result of the project activity) is not as per applied methodology and the registered PDD. The DOE is requested to provide clarification on how it has verified the calculation of baseline emissions in accordance with the registered PDD and applied methodology. 3. The applied methodology requires the parameter EGhistoric to be calculated based on 3 years historical electricity generation in all power plants. However, the project participant calculated this parameter based on 1 year historical electricity generation. The DOE is requested to provide a clarification on how it has verified the calculation of baseline emissions in accordance with the applied methodology.
