The DOE is requested to clarify how it verified that there is no double counting of CMM for claiming the emission reduction due to the methane avoidance as it has been noted that Mine 5 of Yangquan Coal Mine supplied CMM to both PA 0892 and PA0902. Further, the DOE shall provide a schematic diagram with location of the flow meters covering both projects.
