Please indicate reasons for the request for review
1) The DOE is required to further explain how the monitoring plan has been in accordance with the methodology AMS-II.D version 8 paragraph 6 (b) as parameter “Combustion air flow in Primary Reformer (furnace)” is a calculated parameter, determined based on other parameters which are not directly related to the parameter while the applied methodology requires "Metering the energy use of the industrial facility, processes or the equipment affected by the project activity". Please refer to AMS-II.D version 8 paragraph 6 (b), VVS version 3 paragraph 229.. 2) The DOE is requested to further substantiate how the monitoring of Naphtha has been in accordance with the monitoring plan as the analysis is given by the supplier for each incoming load, whereas the registered PDD requires that ultimate analysis of fuel in primary reformer to be recorded weekly.
