According to paragraph 199 of the VVM (version 1.2) the monitoring plan of the CDM project activity shall comply with the applied methodology. The monitoring methodology ACM0004 requires the “Net Calorific value of fuel” (NCVf) to be monitored monthly for the calculation of project emissions. While this parameter has been monitored and reported in the monitoring report for the current monitoring period, it is not included in the approved monitoring plan. The DOE is requested to clarify why it verified that the monitoring plan is in compliance with the applied methodology and why it did not issue a FAR to the project participant for revising the monitoring plan to include the monitoring of this parameter.
