1. The DOE is requested to clarify how it verified that during the monitoring period there was no diversion of steam from the AFBC coal boiler to the project turbine. 2. Further information is required on the check meters to be installed to measure total electricity generation and auxiliary electricity consumption as required by the monitoring plan.
