Incompetence
Please indicate reasons for the request for review
1) The DOE shall further clarify if the accuracy of the instruments used to monitor the volume of biogas and the methane content of the biogas are as per the requirements of the revised monitoring plan approved on 24 November 2008, in line with the  VVM version 01.2 paragraph 205(c). In doing so, the DOE should consider that the revised monitoring plan Section D.4. states that: (1) the "Accuracy of the flow meters utilized exceeds 99 percent across the entire measured rate curve with an uncertainty range of less than + 1 percent" and; (2) regarding the methane gas analyzer, "The equipment and test procedures will provide an accuracy with a + 1⁄2 percent uncertainty range". Please refer to VVM version 01.2 paragraph 205(c).
