It is noted that the emission reduction calculations includes the use of rounding at two stages (‘Total Metered ER’ and ‘Lower of Less Leakage’) resulting in higher emission reductions being claimed than if no rounding is used. The DOE is requested to clarify how it verified the conservativeness of the emission reduction calculations.
