1) The DOE is requested to further assess the appropriateness of the input values for the investment analysis, in particular the project costs for the two sub-bundles, considering that the project costs applied in the 1st PDD webhosting are significantly different from those considered in the current 2nd webhosted PDD (i.e. Sub-bundle AHSP_ 1st PDD webhosting: Project cost (INR 294.57 Million); 2nd PDD webhosted: Project cost (INR 350 Million); and Sub-bundle CMHS_ 1st PDD webhosting: Project cost (INR 210 Million); 2nd PDD webhosted: Project cost (INR 255 Million)) and both PDDs are based on identical Detailed Project Report (dated August 2006). Please refer to VVS ver. 07 paragraph 129. Furthermore, the DOE is requested to provide detailed evidence including cross checked list of sources on how it assessed and concluded on the issues raised by the observers during the side visit as reported in the validation report on page 49. |
