1) According to paragraph 204 of the VVM (version 1.2), monitoring shall be implemented in accordance with the monitoring plan contained in the registered PDD or the accepted revised monitoring plan. The monitoring plan states that to monitor the electricity export to and purchase from the grid, "the reading of meter M2 is monitored continuously and recorded monthly, and then cross-checked with the reading of meter M1", while, according to the monitoring report and verification report, the net electricity export was monitored by M1 and crosschecked with M2. While this parameter has been monitored and reported in the monitoring report for the current monitoring period in accordance with the applied monitoring methodology, the inconsistency with the approved monitoring plan is not resolved. The DOE is requested to clarify why it verified that the actual monitoring was conducted in compliance with the approved monitoring plan and why it did not issue a FAR to the project participant for revising the monitoring plan to reflect the actual monitoring practice. Please refer to VVM version 1.2 paragraph 204.
