Please indicate reasons for the request for review
1) Para 59 of the tool to calculate the emission factor for an electricity system ver 4 states that "the dispatch data analysis OM emission factor (EFgrid,OM-DD,y) is determined based on the grid power units that are actually dispatched at the margin during each hour h where the project is displacing grid electricity. This approach is not applicable to historical data and, thus, requires annual monitoring of EFgrid,OM-DD,y." However, the PP has applied the data from 1 Jan 2012 to 31 Aug 2012 to calculate the EFgrid,om-dd for the monitoring period covers from 31 Dec 2012 to 31 Aug 2013. The DOE is requested to further substantiate how it has verified the use of data from 2012 as per para 59 of the tool. Please refer to tool to calculate emission factor for an electricity system ver 4 para 59.
