Incompetence
Please indicate reasons for the request for review
1) The applied version of the methodology ACM0001 states, on page 9, that "Right hand side of the equation (3) is sum over all the points of captured methane use in case the methane is flared in more than one flare, and/or used in more than one electricity generation source, and/or more than one thermal energy generator. The supply to each point of methane destruction, through flaring or use for energy generation, shall be measured separately". The DOE has verified that the project has 2 enclosed flares and 3 generators and that only one flow-meter is used to measure the amount of LFG sent to both flares and only one flow-meter is used to measure the amount of LFG sent to the generators. The DOE is required to explain: (a) How it has verified that the monitoring plan is inline with the monitoring requirements from the applied version of the methodology; (b) The reasons for not submitting a request for approval of temporary deviations or permanent changes in the monitoring plan from the monitoring methodology, as appropriate, prior to the submission of the request for issuance.     Please refer to VVS version 06.0, paragraphs 265, 270, 286 and 297.
