Additional information | |
1) The DOE has validated that the project involves the installation of 15 MW cogeneration system, in addition to an existing cogeneration system of 2.85 MW. The DOE stated that the old system will be kept as a standby and the emission reduction are only claimed for the amount of electricity exported to the regional grid. According to clarification SSC_336, certain conditions must be met in order to exclude the standby (or backup) unit/systems from consideration in the determination of installed capacity limits and debundling check. The DOE is requested to further clarify how it validated that the existing cogeneration system is excluded from the determination of total installed capacity of the project and the conditions of the clarification SSC_336 are met. Please refer to VVM 1.2 para 71 and SSC_336. 2) The DOE stated that the boilers and turbines in the baseline scenario would be kept as a standby and the lifetime of the boilers and turbines are immaterial in the proposed project activity. However, it is not clear how the lifetime of the existing boilers and turbines was checked. The DOE is requested to clarify how it validated the remaining life time of the existing system as per "Tool to determine the remaining lifetime of equipment". Please refer to EB50, annex 15. |
