1. The DOE is requested to further justify how it has validated the project starting date considering that the build operate transfer contract, the earliest financial commitment, was signed in April 2006 while the start of construction (project starting date) is later in August 2008. In doing so please refer to the CDM glossary of terms. 2. The DOE is requested to explain how it has validated the prior consideration of the CDM, in particular to provide the date on which the project participant notified the Chinese DNA of their commitment in CDM in line with EB 41 Annex 46 paragraph 3. 3. The DOE is requested to further validate the elimination of alternative scenarios, in particular, to clearly indicate whether each of the alternative scenarios listed below was eliminated due to: a) regulatory requirements; b) prohibitive barriers (and the kind of prohibitive barriers); or c) financial unattractiveness. The alternative scenarios include: i) disposal of the waste at a landfill where gas captured is flared; ii) existing or construction of a new on-site or off-site fossil fuel or renewable energy based cogeneration plant or captive power plant; iii) existing or construction of on-site or off-site fossil fuel fired or renewable energy based boilers or cogeneration plant for heat supply. In doing so, please refer to “Procedure for the selection of the most plausible baseline scenario” (page 4-6 of the applied methodology). 4. The DOE is requested to explain how it has validated the suitability of applied ex-ante parameters required by the Tool to determine emissions avoidance from disposal of waste at a solid waste disposal site (page 3-8). 5. The DOE is requested to explain how it has validated the ex-ante grid emission factor, in particular to explain if it was the most recent value available at the start of the validation, December 2008. In doing so, please refer to EB 50 Annex 12 page 5. |
