1) According to the applied methodology, para 34, the project emissions and leakage must be deducted from the emission reductions unless the PP can demonstrate that the implemented technology does not increase the amount of methane produced per unit of COD removed compared with the baseline. The DOE has verified that "the methane generation potential in the project activity is Bo=0.247 tCH4/tCOD removed and the ex-post Bo value achieved during the monitoring period is lower than the default Bo value used in the ex-ante baseline calculation (0.25 tCH4/tCOD). However, the Bo value as defined in para 24 of the applied version 9 of the methodology is Bo=0.21 tCH4/tCOD removed, which is lower than the ex-post Bo value (0.25tCH4/tCOD removed)  achieved.  The DOE is required to explain appropriateness of demonstrating that the implemented technology does not increase the amount of methane produced per unit of COD removed compared with the baseline complying with the applied version of the methodology to ensure that GHG emission reductions are not over-estimated by eliminating the project emissions from the baseline emission reductions.
