1) The DOE is required to justify the calculation of the project emissions in particular: (a) how the use of default value of NCV from the 2006 IPCC is appropriate considering the NCV has been monitored; (b) how it stated that the NCV does not have any effect on the project emission considering the fuel is measured in mass unit and the registered monitoring plan requires the parameter in energy unit.
