The DOE is requested to clarify how it concluded that the monitoring has been conducted in accordance with the approved monitoring plan considering that the number of electricity meters and gas flow meters actually installed does not correspond to that stated in the registered Monitoring Plan (MP): i) Two main meters and two back up meters were installed at the grid substation, instead of one main meter and one back-up meter as per the monitoring plan (page 49 of the PDD); ii) No electricity meter was installed at the project site, whereas there shall be one electricity meter at each generator site and one electricity meter measuring auxiliary electricity consumption as per the monitoring plan (page 50 of the PDD); and iii) Three gas flow meter were installed at the LNG terminal, instead of one gas flow meter and another back-up meter as per the monitoring plan (page 50 of the PDD).
