The DOE is requested to clarify how it concluded that the monitoring has been conducted in accordance with the approved monitoring plan considering that the number of electricity meters and gas flow meters actually installed does not correspond to that stated in the registered Monitoring Plan (MP): i) 2 main meters and 2 back up meters were installed at the grid substation, instead of 1 main meter and 1 back-up meter as per the MP (page 49 of the PDD); ii) no electricity meter was installed at the project site, whereas there shall be 1 electricity meter at each generator site and 1 electricity meter measuring auxiliary electricity consumption as per the MP (page 50 of the PDD); and iii) 3 gas flow meter were installed at the LNG terminal, instead of 1 gas flow meter as per the MP (page 50 of the PDD).
