The PP/DOE shall justify and, if appropriate, correct the calculations of leakage emissions for upstream CH4 associated with baseline fuel HFO. It is noted that the PP calculated it using formula electricity generation (MWh) / power plant efficiency (%) x HFO NCV (TJ/t) x upstream CH4 emission factor (tCH4/TJ), whereas it should be calculated as (electricity generation (MWh) / power plant efficiency (%))x upstream CH4 emission factor (tCH4/TJ) x conversion factor (TJ/MWh), considering that the formula used resulted in overestimation of leakage associated with baseline fuel thus resulted in underestimation of overall leakages applied for emission reduction calculations.
