1.The PP/DOE shall justify and, if appropriate, correct the calculations of leakage emissions for upstream CH4 emissions associated with the baseline fuel (HFO). It is noted that the PP calculated it using formula electricity generation (MWh) / power plant efficiency (%) x NCVHFO (TJ/t) x upstream CH4 emission factor (tCH4/TJ), whereas it should be calculated as (electricity generation (MWh) / power plant efficiency (%)) x upstream CH4 emission factor (tCH4/TJ) x 3.6/1000 (conversion factor for MWh to TJ), considering that the formula used resulted in overestimation of leakage associated with baseline fuel and thus resulted in underestimation of overall leakages applied for emission reductions calculations. 2. The PP/DOE shall justify and, if appropriate, correct the default emission factors used for Diesel (0.865 tC/t) and HFO (0.865 tC/t) used in the reporting period . As per the monitoring plan, those values are derived applying the upper limit of the 95% confidence interval as provided in table 1.4 of Chapter 1 of 2006 IPCCC guidelines on National GHG inventories. However, the table prescribed upper limit values in terms of kg CO2 /TJ only and corresponding tables 1.2/1.3 while applied yields the values 0.883 and 0.897 tC/t for Diesel and HFO respectively.
