Incompetence
Please indicate reasons for the request for review
1) The DOE shall further substantiate how they have confirmed that the operation of the project activity is in line with the registered PDD as per paragraph 289 (d) of PS version 09.0 especially with respect to the significant amount of coal being consumed in this monitoring period (amount of coal used = 19629.01 MT and amount of biomass used = 44369.22 MT), which is supposed to be used only as start-up fuel as mentioned on page 3 and 16 of the registered PDD. It is noted that the quantity of coal has been consistently used in larger quantities in the last six monitoring periods (from 05/04/2008 to 31/10/2015) i.e. on an average 29% (% by weight). The DOE is requested to clarify why post-registration changes with regards to changes to the project design of a registered project activity has not been submitted as per paragraph 317, 320, & 321 of VVS version 09.0. Please refer to Paragraph 289 (d) of PS version 09.0 Paragraph 317, 320, & 321 of VVS version 09.0.
