1) DOE shall further substantiate how they have confirmed that the operation of the project activity is in line with the registered PDD as per VVM 195 especially with respect to the increasing use of coal in this monitoring period (amount of coal used = 25926 MT and amount of biomass used = 27835 MT), which is supposed to be used as start-up fuel only as mentioned in the registered PDD. It is noted that the use of coal (% by weight) has increased from around 40% in the first request for issuance to around 48%. The DOE is requested to clarify why notification or request for approval of changes from PDD has not been submitted as per Procedures for notifying and requesting approval of changes from the project activity as described in the registered PDD. Please refer to VVM paragraph 197, EB48 Annex 66..
