Please indicate reasons for the request for review
1. The DOE raised a CAR on the grid emission factor of 0.3573 tCO2/MWh and closed it using the grid emission factor from 2007 (0.1842 tCO2/MWh). Further clarification is required on the close-out of the CAR using the data from 2007 whereas the emissions occurred in 2008. 2. The DOE listed the verified calibration records (p.14, A-8/9 verification report) without clarifying that all the relevant calibration records were valid for the entire monitoring period, and the calibrations were carried out as per the frequencies stipulated by the monitoring plan. Clarification is required. OTHER ISSUE(s) 3. The verification report shall list each parameter required by the monitoring plan and clearly state how the DOE has verified the values in the monitoring reports as per paragraph 197 of VVM. In addition, the DOE shall clearly specify the measurement method and equipment for each parameter.
