1. The PP/DOE shall clarify how the selection of a historical campaign from 29/12/03 to 16/08/04 in lieu of an abnormal campaign for establishing the operating parameters and normal campaign length is in accordance with the methodology, which specifies the use of the previous five historic campaigns and excludes the values obtained from an abnormal campaign. 2. Further clarification is required on how the DOE verified the Operating Hours (OH) for calculating the baseline emission factor, considering that the methodology requires that N2O values measured beyond the CLnormal operating hours should be eliminated.
