Incompetence
Please indicate reasons for the request for review
1) The emission reductions have been calculated assuming the default value of 0.5 fixed ex-ante in the PDD for the parameter "F" (methane fraction of landfill gas), while this parameter is defined in the monitoring plan to be monitored annually, unless no suitable landfill data is available. The DOE is requested to explain how it confirmed that the monitoring has been conducted in accordance with the monitoring plan, in particular, how it confirmed that no suitable landfill data was available to be used in emission reductions calculation. Please refer to VVM 01.2 Paragraph 205. 2) The monitoring plan provides specific methods for the sampling conducted to determine the share of different types of organic waste (Pjx), including the number of samples to be taken in order to assure a maximum uncertainty range of 20% at a 95% confidence level. The DOE confirmed that the size and frequency of sampling was defined as statistically significant with a maximum uncertainty range of 20% at a 95% confidence level, however has not provided information on how it confirmed that the sampling size and method applied to obtain Pjx were in accordance with the monitoring plan. Please refer to VVM 01.2 Paragraph 205.
