1. The DOE shall further explain how it has validated the investment analysis, in particular, the suitability of: a) the financial indicator chosen to conduct the investment comparison analysis, in line with the Additionality Tool, page 6, para. 2; and b) the input values applied in the investment comparison analysis, in line with VVM (v01.2), para. 111 (a) - (e), in particular, (i) the one-time grid connection fee applied for baseline alternatives 1&5; and (ii) the cost of building a coal fired cogeneration plant for alternative 2. 2. The DOE shall further explain how it has validated the barrier analysis, in particular: (a) the technological barrier, in line with VVM (v1.2), para. 116, and EB 50, Annex 13, Guideline 4, considering that the increased fuel cost incurred by lower efficiency biomass boiler can be assessed in an investment analysis; (b) the prevailing practice, in line with VVM (v1.2), para. 117 (a), as the DOE has not provided any evidence in the specific context of the project activity to support its conclusion that most refineries would prefer fossil fuel based boiler to achieve constant energy generation. In doing so, the DOE may provide the third party references, such as technical study on the penetration rate of biomass cogeneration technology in the refinery sector in Indonesia; and (c) “other barrier”, in line with VVM (v1.2), para. 117 (a), in particular, how the electricity deficit faced by the palm oil refinery plant is considered a barrier to the implementation of the project activity. |
