1. The DOE shall further substantiate that the input values are valid at the time of investment decision in line with paragraph 6 of the "GUIDELINES ON THE ASSESSMENT OF INVESTMENT ANALYSIS" version 3.1, given the source of the input values is available after the investment decision. 2. The DOE shall further clarify how it has assessed the financial calculation and sensitivity analysis in line with paragraph 111 (d) and (e) of VVM version 1.2 given that the sensitivity analysis result mentioned in the validation report can not be replicated. 3. The DOE shall further justify the compliance with the applicability conditions of the methodology in line with paragraph 1(a) of the methodology AMS I.A version 13, given the total capacity of existing generation units within Methanex facilities is more than 15 MW. 4. The DOE shall further substantiate how the equations and parameters in the PDD have been correctly applied for the emission reduction calculation in line with paragraph 90 of VVM v1.2, in particular, why option 3 of the methodology is used for the baseline emission calculation. 5. The DOE shall further substantiate the correctness and conservativeness of the emission reduction estimation in line with paragraph 90 and 91 of VVM v1.2, in particular, how the conservativeness of the additional equations are assessed, how the correctness of equation B6 is assessed and why the efficiency of boiler 102-U calculated based on the raw data of natural gas consumption and steam generation of boiler 102-U in 2008 is much higher than that of other boilers in any given year. |
