1. The DOE shall further validate the barrier analysis in line with the requirements of the VVM (version 01.1) para. 115 and 116. In doing so the DOE should clarify: a) how it was able to confirm the financial situation of the PP and its difficulty to receive loan, b) whether the resources needed to sell the compost have a direct impact on the financial return of the project activity and should therefore be assessed by investment analysis; c) how it was able to confirm that the PP, being the developer of the patent for the technology and having built the required equipment, lacks trained personnel and know-how to develop and operate the project activity; and d) whether the prevailing practice, based on the 2002 reference, was still applicable at the time of investment decision. The DOE should note that the literature used in order to confirm the barriers claimed should be cited in the validation report. 2. The DOE shall ensure that the monitoring plan complies with the requirement of the applicable methodology, in particular: a) that the monitoring of Qy,ww,runoff and CODy,ww,runoff will be done through representative sampling in line with para. 31 of the applicable methodology; and b) the monitoring frequency of Wx (Qy) complies with the “Tool to determine methane emissions avoided from disposal of waste at a solid waste disposal site”. 3. The DOE shall ensure that the monitoring of the “Aerobic conditions’ parameters” includes the monitoring of the moisture content and oxygen level in the compost, and the pH and temperature during the composting process in line with the requirements of para. 33 of the applicable methodology. 4. The PP/DOE shall provide separate monitoring plans for each sub-project included in the project activity and section B.7.1 of the PDD should be revised accordingly. |
