1. The DOE is requested to clarify how it has validated the input values in accordance with VVM paragraph 109 guidance, in particular the gross generated power which was calculated using both annual operation hours and plant load factor. In doing so, the PP/DOE should submit an updated IRR spreadsheet and ensure that it contains no error message. 2. The DOE is requested to further clarify the sensitivity analysis in accordance with VVM paragraph 108. In particular it should be further explained why the analysis was limited to the electricity selling tariff and fuel price and why it is unlikely that the tariff increases by 10%. 3. The DOE is requested to clarify how it has validated the prior consideration of CDM for the project activity according the VVM paragraph 100 (a) guidance, as the power purchase agreement was signed before the decision to undertake the project was made in September 2006. 4. The PP/DOE are requested to clarify the assumption that available biomass is abundant in the region as it affects both the identification of the baseline scenario and the value of leakage in the emission reductions calculations. |
