1. The applied methodology states that, in the case of increase of capacity utilization of existing facilities, the emission reduction requires the consideration of the total quantity of waste composted in year at the facility and registered annual amount of waste composted at the facility on a BAU basis, calculated as the highest amount of annual compost production in the last five years prior to the project implementation. Further clarification is required on how the DOE verified the calculation of the emission reduction considering that the project is the upgrade of an existing composting facility from 125 to 200 TPD. 2. The monitoring report (p 7) stated that “Soil application of compost for agricultural activities has been monitored for 24 sites” (minimum 24 times annually as per sampling plan in registered PDD). Further clarification is required by the PP/DOE on the following: a) whether 24 is referring to representative number of samples as required by para 14 the applied methodology; and b) how the DOE verified the soil application to ensure aerobic condition as per the para 14 3. The amount of waste prevented for disposal received for composting is considered from 15/09/07, which is prior to the years estimated in the registered PDD and prior to the crediting period start date (18/07/09). Further clarification is required that how the DOE verified the baseline emissions calculation in accordance with “Tool to determine methane emissions avoided from disposal of waste at a solid waste disposal site” as referred by PDD, which stipulates that only amount of waste type prevented from disposal during crediting period should be considered. |
