1. The applied methodology states that, in the case of increase of capacity utilization of existing facilities, the emission reduction requires the consideration of the total quantity of waste composted in year at the facility and registered annual amount of waste composted at the facility on a BAU basis, calculated as the highest amount of annual compost production in the last five years prior to the project implementation. Further clarification is required on how the DOE verified the calculation of the emission reduction considering that the project is the upgrade of an existing composting facility from 150 to 200 TPD. 2. While the monitoring plan requires the annual calibration of weighbridge and electricity meter, the DOE stated that it verified the calibration of “Weighbridge, Sr No. 22633032” based on the calibration certificates dated on 14 May 2008 and 27 June 2009 and “PP has not been able to carry out the calibration as these meters are installed by government body”. Further clarification is required. 3. The monitoring report (p 8) stated that “Soil application of compost for agricultural activities has been monitored for 24 sites (minimum 24 times annually as per sampling plan in registered PDD”. Further clarification is required by the PP/DOE on the following: a) whether 24 is referring to representative number of samples as required by para 14 the applied methodology; and b) how the DOE verified the soil application to ensure aerobic condition as per the para 14 Other Issues 4. The monitoring report indicated that temperature and oxygen content were monitored to ensure aerobic conditions. The PP is required to provide the monitored data of these parameters. |
