Clarification is required on how the DOE has cross-checked the flow rate at the inlet and outlet of the destruction facility as required by the methodology, as it is noted that there has been a significant increase between the flow rate at the destruction facility outlet and inlet since 28 August 2008, while there appeared to be no corresponding increase in hydrocarbon/tail gas input and a sudden increase in the tail gas flow rate on 25 August 2008 was also observed.
