1) 1) The CL 01 in the validation report (page 39) shows that the initial project start date was 07/09/2018 (i.e. the date when EcoGas Asia (PP) and Climate Compass signed “Gas Leak Project Field Service Agreement”), which is the earliest date when the PP committed itself to expenditures related to the implementation of the project activity. However, since there was no financial transaction towards the implementation under this contract and the activity carried out was only a feasibility study, the start date has been revised to 03/06/2019 (i.e. the date when the PP signed the “Gas leak project service agreement” with Climate Compass LLC and Brawa Consulting Ltd.), under which there was the first financial transaction towards the implementation of the project activity. The DOE is requested to: (a) Clarify further how it has validated that the date 07/09/2018 which was initially reported as the start date of the project activity as per CL 01 in the validation report on page 39 does not qualify to be considered as the start date as per the Glossary: CDM terms, considering the DOE has confirmed that this is the earliest date when the PP committed itself to expenditures related to the implementation of the project activity and is the first between the two agreements. The DOE thus shall also justify how it has validated that the local stakeholder consultation was conducted in accordance with the requirements specified in para 107 of the PS for CDM Project activity version 02.0; (b) Describe the nature and deliverables under these two agreements, i.e. “Gas Leak Project Field Service Agreement” (dated 07/09/2018) and “Gas leak project service agreement” (dated 03/06/2019) and the rationale for the second agreement (dated 03/06/2019) while the first agreement (dated 07/09/2018) was already in place. In doing so, a copy of these two agreements could be submitted. Please refer to paragraphs 40 and 130 of VVS-PA (version 02.0) and paragraph 107 of PS-PA (version 02.0). | |
