Additional information | |
1) The DOE shall further substantiate the suitability of: (i) contingency cost and operating and maintenance cost, given that these input values are cross checked against power generation projects whereas the proposed project activity is to directly utilize the waste heat for preheating blast furnace gas and combustion air; (ii) basic cost of the waste heat recovery system, in particular, the investment cost of the main burner, flame ignition system etc. (page 16 of the validation report) considering that the proposed project activity is to recover the waste heat from the flue gas; and (iii) the tax costs, in particular, the value of each tax component (import duties, sales tax etc) and an explanation how it has been assumed as per the Indian Tax Laws. In doing so, Please refer to VVM v1.2, paragraph 111 (a) & (b). 2) The DOE shall further substantiate the appropriateness of the emission factor of the fuel in the baseline scenario. In doing so, please explain whether the blast furnace gas is a kind of waste gas in the baseline scenario. Further, please also provide the energy balance of the blast furnace gas of the steel plant for the baseline and project scenario. In doing so, Please refer to VVM v1.2, paragraph 91. 3) The DOE shall further substantiate: (i) how it has validated that the method-2 is applicable to the project activity; and (ii) how it has validated the appropriateness of the ex-ante parameter QWCM, BL (Quantity of waste energy generated prior to the start of the project activity) as per ACM0012 v3 (page 26) given that the fcap is based on the flow rate of the medium carrying the waste energy. In doing so, please also provide the energy balance of the relevant sections of the project facility (Blast Furnace Hot Stove). Please refer to ACM0012 v3, page 25 & 26.. |
