Please indicate reasons for the request for review
1) The continuously monitored data for flare exhaust gas temperature shows that flare exhaust gas temperature is  above 700 0C for long durations during the monitoring period. DOE shall clarify how the flare has been assumed to operate adequately considering that as per 'Tool to determine project emissions from flaring gases containing methane', excessively high temperature at the sampling point (above 700 0C) may indicate that the flare is not being adequately operated or that its capacity is not adequate to the actual flow. Please refer to VVM version 01.2, paragraph 205 (b).
