1.The DOE shall further justify the suitability of the input values to the investment analysis in line with the paragraphs 113 (c) of VVM v1.2, in particular, the annual O & M cost (all elements of the annual O&M cost should be separately validated). The DOE shall further clarify how it has differenced the technology applied by the proposed project against the technology used by other similar projects, including coke oven gas recovery based power generation projects. 2.The DOE shall further substantiate how similar projects are identified for common practice analysis in line with paragraph 120 (a) of VVM v1.2. In doing so, the DOE shall clarify why the common practice analysis is limited to semi-coke oven gas power generation projects given that three similar registered coke oven gas recovery based power generation projects are used to justify the suitability of the total investment of the project activity. |
