1.The DOE is requested to further justify the application of 13% benchmark, when the project activity uses CMM for captive power generation and waste heat recovery while the reference used for the benchmark mentions construction, in line with VVM ver. 1.1 paragraph 111. 2.The DOE is requested to further validate the total investment cost and the O&M costs, in particular: a) how the DOE justified the comparisons of the values to those of PAs 1900, 1603 and 1135 to be appropriate; and b) whether the investment was induced by the enforcement of any national regulatory requirements. In doing so please refer to VVM version 1.1 paragraphs 110 and 112 (c). 3.The DOE is requested to confirm if all applicable government subsidies have been considered such as tax exemptions (income tax holiday) and VAT refunds in line with VVM ver. 1.1 paragraph 112 (c). 4.The DOE is requested to further justify how it validated: (i) the determination of the baseline scenario considering the enforcement of the national regulation to utilize CMM with CH4 concentration above 30%; and (ii) the internal power demand of the coal mine referred to for elimination of power export to the grid. 5.Amount of pre-mining and post-mining CMM drained and utilised should be monitored separately as per pages 41-42 of ACM 0008 ver.6. |
