Please indicate reasons for the request for review
1) The spreadsheet of the monitoring report indicates that temperature of the exhaust gases of the flare (Tflare) is above the 700 degrees Celsius during most of the monitoring period. Further clarification is required on how the DOE verified the use of default values based on the conditions specified in the “Tool to determine project emissions from flaring gases containing methane” and associated clarification (AM_CLA_0047); in particular how the DOE verified the compliance requirements in case of low height flares (less than 10 internal diameters),  wich states that methane composition profile should be measured and used to calculate flare efficiency instead of a single point measurement. Please refer to VVM version 01.2 - paragraph 200, “Tool to determine project emissions from flaring gases containing methane” and associated clarification (AM_CLA_0047)..
