1. The DOE shall clarify how it has verified that the registered monitoring plan is in accordance with the methodology, given that 1.1 Page 18 and 21 of the methodology requires that “gen set combustion efficiency” and “heating system combustion efficiency” should be “measured” “during regular O&M cycle” and “this should be a minimum of annually” whereas the registered monitoring plan (page 35, 36 of the PDD) specifies that these parameters “established at the beginning of the Project activity based on manufacturer’s specifications.” 1.2 The methodology ( page 17) requires the monitoring of “Fossil fuel volume equivalent to generate the same amount of heat generated from the biogas collected in the anaerobic treatment facility” whereas the registered monitoring plan does not contain such a monitoring requirement. 2. It is noted that the calculation of fossil fuel displaced (Cell D20, worksheet “ER Calculations”) was based on the “Biogas to fuel oil conversion factor” (cell C11 in worksheet “Reference data”), which is a fixed value from 65% of methane content in biogas with a calorific value of 23.14 MJ per m3 in the PDD (page 28). However, the PDD (page 28, which referred to ‘the actual concentration of methane’) and methodology (page 17) require the usage of measured data. The DOE shall clarify how it verified that the parameter “Fossil fuel volume equivalent to generate the same amount of heat generated from the biogas collected in the anaerobic treatment facility” was calculated correctly based on ‘measured’ biogas volume and biogas calorific value as required by the methodology (page 17-19). |
