The DOE is requested to clarify how it verified that the CO2 emission coefficients (COEFi) for the fossil fuels consumed by the project during the monitoring period have been monitored as per methodology and correctly applied as per paragraph 208(e) of the Validation and Verification Manual version 1.2. The DOE should clarify whether the parameter was monitored in line with methodology requirement (i.e. plant or country-specific values to calculate COEF are preferred to IPCC default values) and whether the most up-to-date values are applied.
