1. The DOE is requested to further validate the investment analysis in line with VVM version 1.2 paragraph 111; in particular, the DOE should clarify: a) How the costs of heavy oil and natural gas have been cross-checked; and b) How the application of fixed fuel prices was deemed appropriate, considering that an annual increase was observed in the costs of both fuels in 2004-2006 (Validation Report p.22) and that it has not been sufficiently demonstrated that the relative fuel prices will not be changed. 2. The DOE should further clarify how it has validated that the applied boiler efficiency for heavy oil is appropriate and conservative, considering that an efficiency value of 90.25% has been applied in the investment analysis for the baseline scenario, whereas historic monthly efficiency values ranging from 81.09% to 88.07% have been applied in the emission reduction calculations. |
