1. The DOE is requested to further substantiate the suitability of input values to the investment analysis in line with the requirements of “Guidance on the Assessment of Investment Analysis”, ver 3.1, para 6 and VVM, ver 1.1, paragraph 110 as the input values used in investment analysis are sourced from an investment analysis study conducted on 29 January 2009 whereas the investment decision for individual components of the bundled project was made during March 2008 and December 2008. 2. The DOE is requested to further substantiate how it has validated the compliance of the project activity with the general principles for bundling (EB21, annex 21). 3. The DOE is requested to further substantiate the choice of data and parameters used in the baseline equations (VVM ver 1.1, paragraph 91), in particular: (a) the determination of the historical energy output for the boilers of the “Woongjin” industrial facility based on the so called “loss calorie method”, and (b) the inconsistency of the annual historical operating data provided for the “Dachan paper Co” boiler as the annual historical output energy is more than twice the input energy level provided in the excel enclosure to the PDD. 4. The DOE is requested to further substantiate the adequacy of the monitoring plan in compliance with VVM paragraph 123 (b)(ii), in particular: (a) whether the determination of the energy output for the boilers of the “Woongjin” industrial facility can be reported and verified ex-post, and (b) how the requirement specified in paragraph 11 of the AMS III.B will be implemented in the monitoring plan for the “Jinyang” industrial facility as the project activity leads to an increase of capacity (from 8 to 10 t steam/h) in this industrial facility. |
