1) On page 43 of the verification report the DOE assessed that “VAD should be equal or larger than VTR, but the monitored data of VAD in Table 16 were smaller than those of VTR in most months during the 2nd monitoring period.” It has been noted in Table 1 of the monitoring report that these discrepancies are significant for several months (e.g. for May, 2012 VAD was reported as 6,289 Nm3 while VTR resulted in 42,093 Nm3). Further, the DOE states that CAR4 was resolved as “the PPs replaced the existing flow meters F-01 to F-03 with a new meter having an appropriate measurement range on 04/06/2013”. However, it is unclear how the DOE assessed the accuracy and reliability of the measurements of VADy and VTRy during the current monitoring period (i.e. 01 Aug 10 - 31 Jul 12), and how it assessed their application in the calculation of emission reductions to be conservative. Please refer to VVS version 03 paragraphs 17 (d), (e) and 244.
