OTHER ISSUES: The validation report (p.13) stated that “The revised PDD describes that “Limin is willing to take a voluntary action by respectively adding two additional flow meters on production Unit A and Unit B to measure the HFC23 generated from each production Unit.” In the verification process, these data should be checked as supporting data in comparison with the quantity of HFC23 fed to the thermal oxidation process.” Further information is required on how the DOE checked the HFC23 generated as per the validation report.
