1. The DOE is requested to further substantiate the common practice analysis in accordance with VVM version 01.2 paragraph 120 as it is not clear how company ownership constitutes an essential distinction between the project activity and other non-CDM projects. 2. The DOE is requested to explain how it has validated the baseline scenario in line with the VVM version 01.2 paragraph 83-86. In doing so, the DOE shall further explain: (a) how the elimination of baseline alternative H3 was validated, as the DOE has not validated whether there are renewable sources available, including biomass residue from cassava; (b) how other alternative such as importing the heat has been considered, given that the plant is located in an industrial zone; and (c) how CL-3 has been properly closed as it is not clear how it is concluded that that coal-fired boiler is the most cost effective alternative as compared to other fossil fuel-fired boilers, in accordance with the VVM version 01.2 paragraph 38 |
