1) The DOE is requested to clarify how it verified that the monitoring is in accordance to the Registered Monitoring Plan and why it did not apply Post Registration Changes for revising the monitoring plan considering that this project has been submitted for Issuance after 01 May 2012 :  a)      The monitoring report states that M4 is the basis of the ER calculation and M3 will be used as a backup meter only which is not in compliance to the registered monitoring plan which states that M3 will measure the net electricity supplied to the Grid (EGy/Q OE,y).(Page 33 of the PDD). b)      The diagram in the monitoring report (Page 7) is different than that in the Registered PDD w.r.t to the location of meter M3 and M3 (B). c)     Page 7 of the monitoring report states that M1 will monitor Q OE,Y  whereas the registered PDD states that meter M3 will be used for the same (Page 33 of the PDD) . d)      Page 33 of the registered PDD states that M3 measures the net electricity supplied to the Grid (EGy/Q OE,y), . However, in the verification report, the DOE explained that the net electricity generated by the project is just connected to the grid and used for cement production, not sale electricity to the grid. The DOE is requested to clarify this. And the DOE is also requested to explain how the monitoring diagram reflects the project description. Please refer to 199,206 VVM1.2. 2) The fcap in ER spreadsheet is calculated as QOE,bl divided by QOE,y(374 days), which is inconsistent with the registered PDD. The DOE is requested to use the correct data to calculate Fcap. Please refer to 208 VVM 1.2. Please refer to 208 VVM 1.2.
