1. The DOE shall clarify how it has validated real and continuing actions have been undertaken to secure the CDM status of the project activity in accordance with VVM para. 100(b) guidance. 2. The DOE shall further clarify how it has validated that all the project costs invested prior to project re-starting has been taken into account, considering the costs invested (53.12 million CNY) does not include other costs such as those already spent for water turbine. 3. The DOE shall further substantiate how it has validated the project has been completely stopped prior to its construction re-starting on 18 July 2005. In doing so, the DOE shall submit further reliable evidences, such as the project suspension notice issued by the local authority, or suspension of the equipment purchase agreement. 4. The DOE shall further clarify how it has validated the application of a coefficient of effective electricity of 85% is appropriate to the project activity. 5. The DOE shall clarify further explain why the common practice analysis is limited to similar project activities with capacities over 50 MW only. |
