Additional information | |
1) The DOE is requested to further substantiate how it has validated the input values to the investment decision, in particular: (a) in accordance with the EB62 Annex 5 paragraph 6, as it is not clear if the following input values were valid and applicable at the time of the investment decision (on 10/04/2007, as per the Validation Report page 22): (i) The investment cost and O&M cost were based on “Comparison between different parameters of Conventional, ASHRAE & Proposed Case with additional cost associated with the ECM’s for ONGC KOLKATA Project” dated 19/09/2011; (ii) The savings of the project were based on “Energy Analysis & Simulation Report ONGC, Kolkata” dated 10/02/2010; (iii) Tariff is according to “Tariff order of CESC Limited for 2010-2011” dated 29/07/2010; (b) in accordance with the VVM version 01.2 paragraph 111a,b,c for the following input values: (i) each component of investment cost, as it is not clear how each component of the investment cost has been validated by the DOE, and furthermore the DOE has not provided explanation why the investment cost of the project is higher than the project used for comparison (0.59 kRs/m2 against 0.53 kRs/m2 of Mumbai Project); (ii) the savings, as the DOE has not provided explanation how the LEED platinum rating buildings can be considered similar to the project activity, in particular in light of the technology, hence can be used for comparison.
