1) The DOE mentions on page 11 of the validation report that the regulation “Municipal Solid Waste Sanitary Landfill Technical Standard (CJJ17-2004) /61/ was not enforced, The DOE also mentions that according to the “USA support China LFG recovery project” issued by Chinese Development and Reform Commission on 19 Apr, 2010 /62/, there were less than 10% landfill sites having landfill gas recovery and utilization system due to the investment and technical barriers in China. The DOE shall provide further justifcation how it concludes that the: (a) option M2: disposal of the waste at a landfill where landfill gas captured is flared, is not a probable alternative for the project activity considering that the reference cited by the DOE for justification, refers the scenario of landfills in China and not specific to the Zhejiang province, which is selected as the geographical area for analysing common practice analysis. (b) regulation “Municipal Solid Waste Sanitary Landfill Technical Standard (CJJ17-2004)", M2 is not mandatorily enforced in the Zhejiang province. Please refer to VVM (v1.2) para 84, para 85. |
