1) The project activity start date is estimated to begin in Aug 2013, however other milestones were achieved by the project namely (a) closure of public bidding to operate the land fill for which the date is not available and (b) installation license is accorded to the project on 11/10/2011. The DOE is requested to provide information on the steps taken to validate the project starting date, in particular, the DOE shall provide information as to the precise nature of the commitments and obligations subscribed by the PP to justify why the closure of the public bidding or the installation license aforementioned above was not considered as either the implementation or construction or real action of the proposed CDM project. Please refer to VVS version 2 paragraphs 106 and 112 (a),The DOE shall determine whether the start date of the project activity, reported in the PDD, is the earliest date at which either the implementation or construction or real action of a project activity begins.. 2) The compliance of the proposed project activity with the applicability condition of the methodology is demonstrated by stating that "collection system is not designed to recycle organic waste". Further, baseline alternatives LFG3, LFG4 and LFG5 are eliminated since the Environmental Impact assessment of the project activity does not cover recycling, treatment or incineration of waste. However the source referenced only pertains to the project activity and project land fill site after disposal. It is not clear how : i) the DOE has validated the compliance with the applied methodology ACM 0001,Version 12 in particular, that the methodology is only eligible if the implementation of the project activity "do not reduce the amount of organic waste that would be recycled in the absence of the project activity", in accordance with VVS version 2.0 paragraphs 76. ii) the DOE has validated the steps taken to assess the identification of the baseline scenario of the project activity, in particular, what would have happened to the waste in the baseline, in accordance with VVS version 2.0 paragraph 88. Please refer to VVS version 2.0 paragraphs 76,the DOE shall determine whether the project activity meets each of the applicability conditions of the approved methodology or any tool or other methodology component referred to therein.. |
