1) The DOE is requested to clarify if the investment costs for the project activity include the development of upstream (steam field) that supply steam only to the project activity or if the steam fields produce steam that will be utilized by other power plants. Please refer to VVM 1.2, para 111 (a).. 2) The DOE is requested to provide a detailed break down of the O & M costs (upstream and downstream) and clarify whether the steam price is included in the costs. In doing so, the DOE should also clarify how CAR 9 was closed considering the clarification on the steam purchase price/ cost of steam is not clarified in the PDD nor the investment analysis spreadsheet. Please refer to VVM 1.2, para 111 (a).. 3) The DOE is requested to further substantiate the suitability of the benchmark (WACC) considering that the market return is based on data 2003-2009, while the investment horizon of the proposed project is 30 years. In addition, the DOE should further validate the calculation of the beta value, including, the suitability of applying the average market D/E ratio (1.63) to calculate the relevered beta. Lastly, the DOE is requested to provide further information on how it considers the beta used to calculate the WACC reflects the risk associated with the project activity considering it is based on data for countries other than Indonesia.
